The Bible tells us that when God made Lucifer he was perfect until sin was found in him (Ezekiel 28:15). This sin was not God’s fault, it started with Lucifer when he became so proud of himself that he forgot that God had created him and that he (Lucifer that is) needed God to continue to exist (Ezekiel 28:17).

Now why would God create Lucifer if He knew that Lucifer was going to rebel? For the same reason that He created all the other angels and Adam and Eve, Love. When mommies and daddies are having children they know that the children will make some mistakes and get into trouble sometimes but they still have them anyway. When God created Lucifer and us He knew that there was chance that Jesus would have to die because of sin but he still did it anyway because He loved Lucifer and us and wanted to give us a chance exist.
